Commissioner must submit a federal waiver request by January 1, 2024, under Section 1115 of the Social Security Act to obtain 100 percent federal matching for dually certified organizations serving American Indians and Alaska Natives.

Dually certified organizations meeting specified criteria receive medical assistance payments at the encounter rate published by the United States Assistant Secretary for Health, with the rate not applying to MinnesotaCare services.

Establishes alternative payment methodology for federally qualified health centers and rural health clinics using Medicare cost principles, with base year rates computed from 2017-2018 cost reports and rebased every two years thereafter.

Appropriates $2,500,000 in fiscal year 2024 and $2,500,000 in fiscal year 2025 to the Indian Health Board of Minneapolis to support health care coverage access through medical assistance and MinnesotaCare.

Changes become effective January 1, 2026, or upon federal approval of the waiver request, whichever is later, with the commissioner required to notify the revisor of statutes when federal approval is obtained.
