Establishes the "Gender-Affirming Rights Act" in Minnesota Statutes chapter 145, defining gender-affirming care as services or products prescribed by health care providers to support and affirm an individual's gender identity, including treatment for gender dysphoria.

Declares every individual has a fundamental right to make autonomous decisions about their own gender and related gender-affirming health care.

Grounds the right to gender-affirming health care in Minnesota Constitutional principles of individual liberty, personal privacy, and equality.

Prohibits local units of government from regulating individuals' gender freedom rights in a manner more restrictive than the standards set forth in this section.

Takes effect the day following final enactment.
