Suspends periodic data matching for up to 12 months and temporarily adjusts eligibility verification requirements for the first annual renewal period following March 31, 2023.

Extends fair hearing timelines until the 23rd month after the public health emergency ends, requiring benefits to be provided pending hearing outcomes and prohibiting recoupment of benefits even if the agency's action is sustained.

Appropriates $70,962,000 in fiscal year 2024 and $1,323,000 in fiscal year 2025 from general and health care access funds for medical assistance, MinnesotaCare, county and Tribal processing entities, navigators, and systems implementation costs.
