Imposes a $10 in lieu tax on the purchase of older motorcycles that are in their tenth or subsequent year of vehicle life and have a resale value under $3,000, matching the existing tax treatment for older passenger automobiles.

Imposes a $150 in lieu tax on the purchase of collector motorcycles registered under section 168.105, adding motorcycles to the existing collector vehicle tax that previously applied only to passenger automobiles and fire trucks.

Defines eligible older motorcycles and collector motorcycles using resale value thresholds determined by nationally recognized sources of information, as designated by the registrar of motor vehicles.

Applies the full excise tax to motorcycles initially registered as collector vehicles if they are subsequently registered in another class within one year of the original collector registration.

All changes are effective for sales and purchases made after June 30, 2023.
