Establishes minimum compensation for transportation network company (TNC) drivers of $1.45 per mile and $0.34 per minute for trips in the seven-county metropolitan area (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, Washington) and $1.25 per mile and $0.34 per minute outside that area, with a $5.00 minimum per trip and annual adjustments based on Consumer Price Index starting July 1, 2024.

Requires TNCs to provide drivers with written deactivation policies listing minor and major infractions, mandatory permanent deactivation for specified felony convictions (including sexual conduct, DWI, stalking, harassment, carjacking, and kidnapping), and a deactivation reconsideration process with written notice and a meeting within 15 days.

Mandates TNCs provide drivers transparency regarding trip details before acceptance (miles, time, fare), detailed electronic receipts within 24 hours of each trip, and explanations of compensation calculations including percentage of collected fees allocated to drivers.

Prohibits TNCs from discriminating against drivers or riders based on protected characteristics and from retaliating against drivers who raise complaints or seek enforcement of chapter provisions; allows civil actions for violations with a two-year statute of limitations.

Adds TNC drivers to the definition of "transit operators" for criminal assault protection under Minnesota Statutes section 609.2231, making assault on a TNC driver a gross misdemeanor punishable by up to one year imprisonment or $3,000 fine.
