Authorizes the commissioner of human services to enter value-based purchasing arrangements with drug manufacturers for medical assistance and MinnesotaCare programs based on mutually agreed-upon written metrics.

Permits the commissioner to contract with vendors to participate in value-based purchasing arrangements that may include rebates, discounts, price reductions, risk-sharing, reimbursements, guarantees, shared savings payments, withholds, bonuses, or other consideration.

Requires value-based purchasing arrangements for covered outpatient drugs to be executed as supplemental agreements in addition to the Medicaid National Drug Rebate Agreement.

Clarifies that neither drug manufacturers nor the commissioner are required to enter into such arrangements and that nothing in the subdivision alters existing medical assistance coverage requirements or federal rebates under Social Security Act section 1927.

Requires the commissioner to submit a state plan amendment to the Centers for Medicare and Medicaid Services if necessary for implementation, with delayed implementation pending approval, though proposals may be requested during the review period.
