H.F. 2409 Summary

• Amends Minnesota Statutes section 340A.404, subdivision 2 to modify on-sale intoxicating liquor licenses within the city of Minneapolis, notwithstanding zoning, school, and church distance restrictions.

• Authorizes Minneapolis to issue on-sale intoxicating liquor licenses to five theaters (Guthrie, Cricket, Orpheum, State, Historic Pantages) for ticket holders and nonprofit members.

• Permits Minneapolis to issue liquor licenses to multiple cultural institutions and restaurants including the Walker Art Center, Minneapolis Institute of Arts, American Swedish Institute, and Norway House for restaurant and catering operations.

• Allows licenses to multiple theater venues for wine and malt liquor sales, and authorizes Minneapolis Park and Recreation Board concessionaires to obtain licenses for Downtown Commons Park, Minneapolis Sculpture Garden, and Boom Island Park with flexible, non-contiguous licensed premises.

• Takes effect upon approval by the Minneapolis City Council and compliance with Minnesota Statutes section 645.021.
