Repeals Minnesota Statutes 2022, section 473.1467, which prohibited spending on intercity or interregional passenger rail projects between Rochester and the Twin Cities metropolitan area.

Repeals Laws 2002, chapter 393, section 85, which prohibited the Metropolitan Council, Commissioner of Transportation, and regional rail authorities from spending money on the Dan Patch commuter rail line between Northfield and Minneapolis.

Removes restrictions that prevented planning, design, engineering, property acquisition, and construction activities for both the Rochester intercity rail project and the Dan Patch commuter rail line.

Allows the Metropolitan Council and state transportation agencies to pursue these rail projects without the previous legislative moratoriums.
