Establishes a 16-member Council on LGBTQIA Minnesotans with 12 public voting members appointed by the governor and 4 legislative members appointed by legislative leadership.

Governor-appointed members serve maximum 8-year terms and can be removed for missing more than half of meetings in a 12-month period or by vote of three of four legislative members; requires mandatory orientation training within first 6 months.

Legislative Coordinating Commission appoints an executive director experienced with LGBTQIA community issues who serves at the pleasure of the commission and supervises council staff.

Council duties include advising governor and legislature on LGBTQIA community issues, recommending administrative and legislative changes, serving as liaison with community organizations, and performing studies on education, employment, human rights, health, housing, and social welfare.

Council must submit annual reports by January 15 detailing measurable outcomes from strategic plan and proposed objectives for the following year, with biennial budget submitted to Legislative Coordinating Commission by February 1 in odd-numbered years.
