Authorizes pharmacists to prescribe, dispense, and administer FDA-approved antiretroviral drugs for HIV prevention (preexposure and postexposure prophylaxis) if they complete required training and follow a standardized protocol developed by the board of pharmacy by January 1, 2024.

Requires pharmacists to successfully complete a training program from an accredited college of pharmacy or continuing education provider and maintain continuing education to prescribe HIV prevention drugs; prohibits delegation of prescribing authority to other personnel.

Authorizes pharmacists to order, conduct, and interpret laboratory tests necessary for HIV prevention therapy if they meet the training requirements.

Requires health plans to provide equal coverage terms and reimbursement rates for HIV prevention drugs prescribed by qualified pharmacists as would apply if prescribed by physicians, physician assistants, or advanced practice registered nurses; prohibits step therapy protocols or prior authorization requirements for antiretroviral drugs.

Ensures medical assistance (Medicaid) covers antiretroviral drugs and necessary laboratory testing prescribed by qualified pharmacists under the same requirements as private health plans.
