Appropriates $2,500,000 in fiscal year 2024 and $2,500,000 in fiscal year 2025 from the general fund to the commissioner of transportation for an agreement with the University of Minnesota Board of Regents.

Funds partnership activities through Regional Sustainable Development Partnerships, Center for Transportation Studies, Minnesota Design Center, Humphrey School of Public Affairs, Center for Urban and Regional Affairs, and related entities.

Requires support and assistance to small communities including methods to incorporate sustainability, resiliency, and climate change adaptation, plus identification of coordinated infrastructure investments and efficiencies.

Prioritizes support to political subdivisions and federally recognized Tribal governments with insufficient capacity to undertake project development and apply for state or federal infrastructure grants.

Permits project analysis and development activities including planning, scoping, analysis, predesign, design, pre-engineering, and engineering, with funds available until June 30, 2026.
