Requires all health insurance policies and health maintenance contracts to cover services provided by licensed pharmacists to the same extent as services provided by licensed physicians, effective January 1, 2025.

Prohibits insurance carriers and health maintenance organizations from denying payment for services lawfully performed by licensed pharmacists.

Requires medical assistance (Medicaid) and MinnesotaCare to reimburse pharmacists or pharmacies for services within a pharmacist's scope of practice at a rate no lower than the standard payment rate for physicians providing the same service.

Applies requirements to services provided under fee-for-service medical assistance, managed care plans under section 256B.69, and county-based purchasing plans under section 256B.692.

Directs the Commissioner of Commerce to consult with health plan companies, pharmacies, and pharmacy benefit managers to develop implementation guidance for pharmacist service coverage.
