Creates the Minnesota Health Care Programs Special Revenue Fund as a special revenue fund in the state treasury to provide additional public money for Minnesota health care program initiatives.

Defines "Minnesota health care programs" as publicly funded health care programs administered by the commissioner of human services under chapters 256B, 256L, 256R, and 256S, plus the Minnesota restricted recipients program.

Deposits the state share of money recovered from ten specified sources into the fund, including workers' compensation reimbursements, public assistance liens, third-party payments, trust distributions, medical assistance recoveries, ABLE account distributions, medical assistance liens, and accrued interest.

Restricts the commissioner of human services to expend money from the fund only for purposes specified in law.

Takes effect July 1, 2023.
