Requires reporting of average paid claim amounts for maternal and newborn care under medical assistance, separated by physician fees, midwife fees, and facility fees, and comparing hospitals to licensed birthing centers.

Establishes calendar year 2017 as the baseline for all metrics, with the initial April 15, 2022 report including baseline data and calendar years 2019-2020, followed by biennial reports with preceding two-year data.
