Prohibits state agencies from adopting rules that restrict consumer choice in purchasing motorized equipment based on fuel source or mandate retailer inventory based on fuel source, covering tools, recreational vehicles, automobiles, farm equipment, and medium/heavy duty trucks.

Requires proposed rules incorporating another state's statutes or regulations to be submitted to relevant legislative committees at least 90 days before publication and cannot be adopted until approved by law enacted during the legislative session when the rule is received.

Prohibits state and local government entities from adopting regulations on gas stoves that result in a prohibition on sale or use of gas stoves in Minnesota or substantially increase their average price.

Repeals Minnesota Rules parts 7023.0150, 7023.0200, 7023.0250, and 7023.0300, which established low-emission vehicle and zero-emission vehicle standards based on California regulations.

Requires the Pollution Control Agency's rulemaking statement of need and reasonableness to assess differences between proposed rules and federal standards, as well as standards in bordering states and EPA Region 5 states.
