Requires school districts and intermediate districts to include a safe schools plan in their ten-year facilities plan identifying physical modifications to improve student and staff safety at each school site.

Appropriates $100,000,000 in fiscal year 2024 from the general fund to the Department of Public Safety for school security grants to school districts and charter schools.

Grants may be awarded up to $300,000 per district with priority given to facilities serving the largest number of students within geographic regions of the state.

Grant funds must be used to contract with approved vendors for comprehensive, multilayered security systems including bullet-resistant doors and windows, ballistic wall panels, magnetic locking systems, mass notification systems, emergency access systems for first responders, and classroom duress alarms.

Department of Public Safety may retain up to 2.5 percent of appropriation for grant administration, and must report to legislative committees by February 15 annually on grant awards, purchased items, vendors contracted, and future funding considerations.
