Prohibits the Minnesota Commissioner of Health from requiring COVID-19 immunizations as a condition of enrollment in elementary or secondary schools or child care facilities.

Requires any proposed modifications to immunization schedules to be part of current recommendations from the U.S. Public Health Service's Advisory Committee on Immunization Practices, American Academy of Family Physicians, and American Academy of Pediatrics.

Mandates the Commissioner consult with state education, human services, and higher education officials plus vaccine awareness organizations before proposing modifications to immunization requirements.

Requires the Commissioner to notify legislative health policy committee chairs of proposed modifications and allows them to request a public hearing within 60 days before adoption.

Requires the Commissioner to comply with Chapter 14 rulemaking procedures and timely inform all immunization providers of any adopted modifications.
