Establishes new payment rate methodology for substance use disorder treatment services with medications for opioid use disorder, effective July 1, 2023.

Sets specific weekly rates for various medication-assisted treatment services including methadone ($39.29-$244.56), buprenorphine ($80.53-$5,634.20), and naltrexone ($1,552.69), with add-ons for intake activities ($188.99), periodic assessments ($116.14), and additional counseling ($32.59 per 30 minutes).

Requires the commissioner to update all rates annually on January 1 to match Minnesota-specific locality-adjusted Medicare rates for comparable services.

Creates separate office-based opioid use disorder treatment rates with an initial monthly bundle of $430.87 and subsequent monthly rate of $383.45, plus specific rates for presumptive drug tests ($12.60-$62.14 per test).

Overrides existing rate-setting provisions in Minnesota Statutes chapter 254B to implement the new payment structure for medication-assisted opioid treatment services.
