Proposes adding Section 16 "Taxpayer's Bill of Rights" to article XI of the Minnesota Constitution, limiting maximum biennial state spending increases to inflation plus population growth.

Defines state spending as all expenditures and reserve increases, excluding federal funds, excess revenue refunds, reserve transfers, voter-approved expenditures after 2024, and gifts or court-ordered damages.

Establishes inflation measurement using the U.S. Bureau of Labor Statistics Consumer Price Index for Minneapolis-St. Paul-Bloomington for all urban consumers over the previous two calendar years.

Determines population change using federal estimates adjusted every decade to match the federal census for the previous two calendar years.

Requires submission of the amendment to voters at the 2024 general election with a yes/no ballot question on prohibiting state spending increases in excess of inflation and population growth.
