Requires comprehensive assessments to be completed within 21 days of service initiation instead of following standard assessment timelines.

Exempts maintenance clients from treatment plans requiring completion goals and service termination objectives, while still requiring such goals for clients in taper or detox status.

Changes treatment plan review frequency from weekly to every three months for the initial ten weeks following service initiation for new admissions, readmissions, and transfers after the plan is completed.

Increases the maximum counselor-to-client ratio in opioid treatment programs from 50 clients to 75 clients per counselor.
