Changes recovery community organization eligibility requirement from meeting commissioner-identified certification requirements to obtaining credentialing from the newly created Minnesota Board of Recovery Services.

Establishes a 13-member Minnesota Board of Recovery Services appointed by the governor, consisting of 6 certified peer specialists, 2 professional counselors, 2 alcohol and drug counselors, and 3 public members, with geographic and diversity representation requirements.

Authorizes the Board of Recovery Services to develop credentialing criteria, review and approve applications for recovery organizations, establish renewal cycles, publish a register of credentialed organizations, and adopt implementing rules.

Requires recovery organizations to submit applications including proof of nonprofit status, board member recovery from substance use disorder, description of recovery support activities, and pay a nonrefundable application fee established by the board.

Allows recovery organizations to appeal the board's denial or failure to issue, renew, or reinstate credentialing through chapter 14 hearing procedures.
