Commissioner of Human Services must develop and implement a uniform outcome measurement and reporting system for state-funded shelter and supportive services programs for persons experiencing homelessness.

Commissioner must submit biennial reports to legislative committees by December 31 of even-numbered years containing eight specific data points including total clients served, program costs, cost per client, and analysis of changes in homelessness, housing, employment, and emergency service usage.

Reports must include client demographic breakdowns by education level, race and ethnicity, gender, and geography, and compare clients in stable housing 90 days after services end versus those who are not.

Grant and appropriation recipients must report data to the commissioner by September 1 of each even-numbered year in the format prescribed by the commissioner, with technical assistance provided beginning July 1, 2023.

Programs receiving state funds must satisfy all reporting requirements to remain eligible for additional state funding in fiscal years beginning after June 30 of the following odd-numbered year; new programs have two years to comply if they submit an approved data collection plan.
