Appropriates $315,500,000 from the trunk highway fund to the Minnesota Commissioner of Transportation in fiscal year 2023 for state road construction and improvement projects.

Funds cover construction, reconstruction, and improvement of trunk highways including design-build contracts, internal department costs, consultant usage, and landowner payments for rights-of-way acquisition, relocation expenses, and interest subsidies.

Commissioner may allocate up to 17 percent of the appropriation for program delivery costs.

Funds support formula and discretionary grant programs authorized under the federal Infrastructure Investment and Jobs Act (Public Law 117-58).

Appropriation is one-time only and available for spending until June 30, 2025.
