Establishes a moratorium on green burials in Minnesota between July 1, 2023, and July 1, 2025, unless performed at cemeteries that permit green burials under applicable ordinances or regulations.

Defines "green burial" as burial of a human body without embalming (or only with nontoxic chemicals), using a biodegradable casket or shroud, and without an outer burial container.

Requires the commissioner of health to study environmental and health impacts of green burials and develop recommendations to prevent groundwater and surface water contamination and protect worker and public health.

Study recommendations must address burial site location, minimum distances from water sources, burial depths, interment density limits, infectious disease prevention procedures, body preservation methods, and timeframes for burial of unembalmed bodies.

Commissioner must submit study, recommendations, and any necessary statutory changes to legislative health and environment committees by February 1, 2025.
