Establishes the Home Heroes Act under the Housing Finance Agency to provide stable housing services during home emergencies and crises for low-income seniors, veterans, military service personnel, first responders, and disabled persons and their families.

Appropriates unspecified general fund dollars in fiscal year 2024 to the Housing Finance Agency for program implementation.

Authorizes the agency to provide rental assistance and emergency assistance to eligible populations.

Requires the agency to collaborate with partners to create digital educational materials including fix-it workshops, home improvement programs, sweat equity programming, and academic seminars modeled after Habitat for Humanity.

Mandates the agency coordinate with the Minnesota Interagency Council on Homelessness, private and public businesses, nonprofit service providers, academic institutions, and public and private funders to deliver housing services.
