Commissioner of human services shall award general operating grants to public and private nonprofit organizations and counties to provide and promote supported decision making.

At least 75 percent of grant funding must support programs providing supported-decision-making services, no more than 20 percent for county or Tribal programs, and no more than 5 percent for programs promoting supported decision making.

Grants must be distributed to promote racial and geographic diversity in populations receiving services as determined by the commissioner.

Commissioner must report by June 30, 2024, and every two years thereafter on the impact and outcomes of grants to the legislative committees with jurisdiction over human services.

$7,500,000 is appropriated for each of fiscal years 2023, 2024, and 2025 from the general fund for supported-decision-making grant programs, with unexpended fiscal year 2023 funds available until June 30, 2024.

Commissioner must issue a report by December 15, 2023, detailing how medical assistance service providers could be reimbursed for providing supported-decision-making services, including provider requirements and strategies for equitable access.
