Amends Minnesota Statutes section 62J.17, subdivision 5a regarding retrospective review of major health care spending commitments by the commissioner.

Removes language requiring the commissioner to notify providers of review results and instead specifies notification only occurs if the major expenditure is determined to be inappropriate.

Maintains the commissioner's authority to retrospectively review major spending commitments based on criteria including cost, access, quality of health care, clinical effectiveness, and cost-effectiveness.

Provides that providers failing retrospective review are subject to prospective review for any major spending commitments during the five-year period following the commissioner's decision.
