• Commissioner of human services must establish a competitive grant program for local government entities, Tribal governments, and nonprofit organizations to provide regular cash payments to eligible recipients for at least 18 months.

• Eligible recipients must attest to their need and either receive public benefits or have household income at or below 300 percent of the federal poverty guideline; once enrolled, recipients cannot be required to recertify.

• Monthly payments must be at least $500 per recipient, and cash stipends cannot be counted as income or assets for determining eligibility for child care assistance, food support, housing support, medical assistance, or other specified assistance programs.

• Grantees must collect data on economic status, employment, health, food and housing security, and educational enrollment before and after program participation; commissioner must submit final report on program efficacy and cost-effectiveness by January 15, 2027.

• $100,000,000 is appropriated from the general fund in fiscal year 2025, available until June 30, 2028, with up to $3,000,000 available for outreach, technical assistance, training, and evaluation.
