School districts must offer education on the Holocaust, genocide of Indigenous Peoples, and other genocides in middle and high school social studies curriculum by the 2025-2026 school year.

Curriculum must examine the history of Indigenous genocide and removal in Minnesota (Dakota, Ojibwe, and Ho-Chunk), analyze connections between World War II and the Holocaust, and cover multiple genocides including Armenian, Cambodian, Rwandan, Rohingya, and others.

A working group with 11-21 members (including university experts, teachers, students, and community representatives) must be established by April 1, 2024, to develop resources, lesson plans, and professional learning opportunities for educators.

The working group must submit a report to legislative committees by November 15, 2025, with recommended resources and materials, and the Department of Education must make these publicly available on its website by September 1, 2025.

Schools are strongly encouraged to include Holocaust and genocide education in English language arts curriculum and incorporate context about the history and culture of affected communities.
