School boards are strongly encouraged to adopt policies promoting understanding that students who fail to meet expectations often lack appropriate response skills, and must support staff in using tiered interventions that teach skills and prioritize student-teacher relationships.

School boards are strongly encouraged to adopt policies discouraging staff from using discipline approaches that prevent students from building skills for more appropriate future responses.

School districts and charter schools must not use recess detention except when a student causes or is likely to cause serious physical harm, parent/guardian consents, or a special education IEP team determines it appropriate for that student's individualized needs.

School districts and charter schools must not withhold recess based on incomplete homework and must not withhold or excessively delay students' participation in scheduled mealtimes.

School staff must attempt to notify parents/guardians within 24 hours of using recess detention, and districts must compile annual data on recess detentions by student demographics and special education status, making this information available to the public.
