Establishes a Youth Substance Use and Addiction Recovery Office within the Department of Health, led by an appointed director with necessary staff.

Director must bridge mental health and substance abuse treatment silos and coordinate across state agencies to focus resources on preventing adolescent substance use and addiction.

Director shall develop and share evidence-based strategies and programs for addressing youth substance use prevention, and establish partnerships with communities and organizations with direct experience in youth addiction.

Director must track and achieve progress on measurable goals established to monitor the state's efforts in preventing substance use and addiction among youth.

Appropriates unspecified amounts from the general fund for fiscal years 2024 and 2025 to establish and operate the office.
