HF28 Summary

• Restores voting rights to individuals convicted of felonies who are not currently incarcerated, allowing them to vote upon release and regain voting eligibility if re-incarcerated for the same offense.

• Updates voter registration forms and polling place rosters to reflect that individuals with felony convictions can vote if not currently incarcerated, replacing previous language requiring completion of entire sentence.

• Requires secretary of state to develop and distribute information about voting rights for people charged with or convicted of crimes to judges, court personnel, probation officers, and corrections officials.

• Mandates correctional facilities and probation officers provide released and supervised individuals with notice of restored voting rights and voter registration applications.

• Appropriates $14,000 to the secretary of state for fiscal year 2023 to implement the act, effective July 1, 2023.
