Prohibits state-sponsored health programs administered by the commissioner of human services from using funds to finance abortions, except where necessary to maintain federal program participation.

Defines "abortion" as using any means to terminate a pregnancy with knowledge that termination will reasonably likely cause fetal death.

Defines "fetus" as any individual human organism from fertilization until birth.

Includes a severability clause stating that if any provision is found unconstitutional, the remainder of the section shall remain effective.
