Establishes a racial equity impact note process whereby the Commissioner of Employment and Economic Development, coordinated by the Legislative Budget Office, prepares objective assessments of potential racial economic disparities from proposed legislation upon request by committee chairs and ranking minority members.

Racial equity impact notes must describe whether legislation would have inequitable racial impacts, measured by employment data, income/expense outcomes, wealth creation opportunities, and other economic outcomes, with assumptions and long-range implications included.

Notes shall be completed within 20 days from the request date and may consult data sources including the Department of Employment and Economic Development, Minnesota Compass, U.S. Census Bureau, IPUMS, National Equity Atlas, and Kaiser Family Foundation statistics.

Socioeconomic impact frameworks must address baseline economic conditions, current conditions of affected populations, expected changes if legislation is enacted, and characterize impacts by duration, breadth (number of people of color affected), and magnitude (negligible, minor, or major).

Appropriates an unspecified amount from the general fund in fiscal year 2024 to the Legislative Coordinating Commission for the Legislative Budget Office to conduct racial equity impact note preparation work.
