Increases the maximum transitional supports allowance from $3,000 to $7,000 for persons moving from licensed settings to community settings under home and community-based waivers.

Expands covered costs eligible for the transitional supports allowance to include transitional supports provider administrative costs.

Requires the commissioner to simplify and improve access to home and community-based waiver services through establishment of a common service menu available regardless of age, disability type, or waiver program.

Mandates consumer-directed community supports be offered as an option to all eligible persons and that services be arranged consistent with individualized written plans of care.

Provides liability protection to the state of Minnesota and county agencies administering waiver services for damages or injuries resulting from consumer purchases of supports, including workers' compensation and employment tax liabilities.
