• Commissioner of health shall establish a pilot program with four components: investing in community-based organizations for healing services, establishing trauma navigator services to help affected families access resources, supporting reintegration services to educate families about alternative responses to gun violence, and developing culturally appropriate education campaigns in multiple languages.

• Commissioner may enter into contracts or provide grants to community-based organizations and community members with gun violence experience who have demonstrated healing to carry out program activities.

• Commissioner shall convene a 10-member advisory panel with expertise in trauma-informed care, healing, motivational interviewing, and resource access to develop program guidelines and protocols; panel shall meet at least monthly with members receiving compensation per Minnesota Statutes section 15.059, subdivision 3.

• Commissioner shall submit a report to the legislature on pilot program progress by February 1, 2026.

• $5,000,000 from the general fund is appropriated to the commissioner of health for fiscal year 2024 for the pilot program, with funds available until June 30, 2026.
