Requires grantee organizations to provide evidence-based, accurate information on all pregnancy options including prenatal care, adoption, and pregnancy termination, with referrals upon request rather than directive counseling toward one outcome.

Prohibits grantees from requiring ultrasounds or counseling as preconditions for receiving services; mandates that ultrasounds be performed only by licensed medical professionals and that referrals include warnings about risks from unlicensed providers.

Establishes that organizations providing or directly referring to abortion services remain ineligible for grants unless separately incorporated and independent, with requirements that they share no facilities, expenses, employee wages, or equipment.
