Permits to carry handgun applications may be submitted in person, electronically, or by facsimile, certified mail, or certified delivery.

Applications must consist only of a completed signed form, photocopy of firearms training certificate, and photocopy of current driver's license, state identification card, or passport photo page.

Persons ineligible due to criminal conviction but who obtained a pardon or expungement must submit a copy of the relevant order with their application.

Sheriff must provide a signed receipt indicating the date of submission upon receiving an application packet and any required fee.

Application processing fee may not exceed the actual and reasonable direct cost of processing or $100, whichever is less, with $10 submitted to the commissioner for the general fund.
