Creates lifetime permits to carry handguns in Minnesota; permits issued after August 1, 2021, do not expire and must state on the card that the permit does not expire.

Reduces the application processing fee for new permits from up to $100 to an amount not exceeding actual and reasonable direct costs or $100, whichever is less, with $10 submitted to the state general fund.

Requires firearms safety training within one year of application, demonstrated by employment as a Minnesota peace officer or completion of a certified firearms safety course including instruction in pistol fundamentals, shooting qualification, and legal aspects of pistol possession and use.

Requires applicants to submit in person a standardized application form, photocopy of training certificate, and copy of current photo identification; eliminates the renewal process and associated fees for lifetime permits.

Requires sheriffs to purge permit holder records by March 1 each year, except for records of denied or revoked permits which must be retained for six years; existing permit holders issued before August 1, 2023, must request replacement cards showing lifetime status before their current permit expires.
