Establishes a legislative study group consisting of 6 House members (3 appointed by Speaker, 3 by House Minority Leader) and 6 Senators (3 appointed by Senate Majority Leader, 3 by Senate Minority Leader) to make recommendations on school safety issues.

Requires the study group to consider current statutory requirements relating to student discipline, best practices to prevent and address violence against staff and students, rights of students and staff to be safe, and available data on incidents of violence in Minnesota schools.

Mandates the first meeting be convened no later than August 1, 2023, with the study group electing a chair and meeting periodically subject to Minnesota Statutes, chapter 13D.

Requires the study group to identify any statutory changes needed to implement recommendations and must consult with interested and affected stakeholders.

Study group must submit its report to the legislative committees and divisions with jurisdiction over kindergarten through grade 12 education by January 31, 2024, and expires on that date or when the report is submitted, whichever is later.
