• School districts must offer education on the Holocaust, genocide of Indigenous Peoples, and other genocides in middle and high school social studies curriculum by the 2025-2026 school year, including examination of Minnesota's Dakota, Ojibwe, and Ho-Chunk history and analysis of World War II connections to antisemitism and fascism.

• Curriculum must analyze how individuals and societies have been affected by multiple genocides including the Armenian genocide, Ukrainian Holodomor (1932-1933), Cambodian, Guatemalan, Rwandan, Darfur, and Rohingya genocides, with emphasis on communities in Minnesota.

• A Working Group on Education on the Holocaust, Genocide of Indigenous Peoples, and Other Genocides with 11-21 members is established to advise the commissioner of education and develop teaching resources, with members appointed by April 1, 2024, and the first meeting required by September 1, 2024.

• The working group must deliver recommended professional learning opportunities, training materials, and model lesson plans to the commissioner by May 1, 2025, with materials publicly available by September 1, 2025, and submit a final report by November 15, 2025.

• Appropriations of $75,000 for fiscal years 2024 and 2025 are provided for professional learning grants, with members of the working group receiving $500 monthly stipends; the working group expires November 15, 2025.
