Adds a new paragraph (g) allowing agencies to increase monthly room and board rates by 16 percent beginning July 1, 2023, for facilities licensed and registered by the Department of Health under section 157.17.

Changes the supplementary service rate increase limit for certain mental illness and substance use disorder facilities from 15 percent to 83 percent, effective July 1, 2023, with the baseline calculation shifting from January 1, 2001 rates to June 30, 2023 rates.

Removes the June 30, 2002 expiration date on supplementary service rate increases for qualifying facilities that serve residents with mental illness or substance use disorders and provide 24-hour supportive services.

Maintains existing rate increase exceptions for facilities meeting substantial change criteria, adult foster care residents with increased difficulty of care, and MSA equivalent rate adjustments tied to SSI cost-of-living increases.
