Appropriates $45,000,000 in fiscal year 2024 from the general fund to the Commissioner of Health for a grant to Community Action Partnership of Hennepin County to reduce health disparities in the Black community.

Allocates $15,000,000 to increase access to culturally specific mental health and physical health services in the Black community.

Allocates $10,000,000 for culturally specific institutions providing mental health and substance abuse programs with supportive services in the Black community.

Allocates $5,000,000 to increase the number of licensed mental health and substance abuse providers of African descent in the workforce providing culturally specific care and training.

Allocates $5,000,000 for culturally specific prevention and early intervention strategies to decrease violence and increase wellness, and $10,000,000 for research, reporting, and technical assistance on delivering culturally specific services.

Designates the appropriation as onetime funding available until expended.
