School districts must adopt procedures to notify parents of significant changes in their student's health care services or mental, emotional, or physical health, and must encourage students to discuss well-being issues with their parents.

School districts cannot prohibit personnel from notifying parents about their child's health or well-being, or adopt procedures that encourage students to withhold information from parents, except when a reasonably prudent person would believe disclosure would result in child abuse, abandonment, or neglect.

Classroom instruction on sexual orientation or gender identity is prohibited in kindergarten through grade 4 and must be age-appropriate and developmentally appropriate in accordance with locally adopted standards.

School districts must obtain parental permission before administering health screenings, well-being questionnaires, or health screening forms to students in kindergarten through grade 4.

Parents may escalate unresolved concerns through a 7-day initial notification process, followed by 30-day resolution deadline, with options to request the commissioner of education, an administrative law judge, or district court review if unresolved.
