Amends Minnesota Statutes sections 256R.25 and 256R.47 to modify payment rates for nursing facilities.

Adds a new paragraph (p) to section 256R.25 that includes rate adjustments for critical access nursing facilities as part of the external fixed costs payment rate calculation.

Replaces the five specific benefits previously available to critical access nursing facilities with a single supplemental payment mechanism approved by memorandum of understanding, designed to maintain access to nursing facility services in isolated areas.

Requires supplemental payments to critical access nursing facilities be structured as time-limited rate adjustments included in the external fixed payment rate.

Designates critical access nursing facilities for a maximum two-year period; requires removal of designation if the facility undergoes a change of ownership as defined in section 144A.06, subdivision 2.
