Requires Minnesota public schools to base reading instruction, curriculum, textbooks, and teacher training solely on science of reading, defined as explicit, systematic, evidence-based instruction focused on phonemic awareness, phonics, fluency, vocabulary, and comprehension.

Prohibits using visual memory as primary basis for word recognition and bans the three-cueing system model (MSV) as reading instruction methods.

Establishes a reading reset account in the special revenue fund with $250 million appropriated for fiscal year 2024, allocated as $125 million for curriculum and materials, $100 million for teacher training, and $25,000 for parent literacy tutoring reimbursement.

Schools receiving curriculum reimbursement must agree to discontinue whole-language, balanced literacy, and three-cueing approaches, including materials from Heinemann Publishing and works by Irene Fountas and Gay Su Pinnell.

Requires teacher preparation programs approved by the Professional Educator Licensing and Standards Board to include instruction in science of reading, with audits completed by September 1, 2023, and non-compliant programs placed on immediate probation.
