Appropriates $900,000 in fiscal year 2024 and $900,000 in fiscal year 2025 from the general fund to the commissioner of human services for a grant to the Intercultural Mutual Assistance Association.

Establishes a pilot project in Rochester to provide mental health education and support services to Somali students and mothers, implemented in partnership with the Rochester Math and Science Academy and the Somali American Social Service Association.

Requires expansion of a Dialectical Behavioral Therapy Skills in Schools pilot program for 20 or more additional students with annual offerings at Rochester Math and Science Academy.

Mandates development of an educational program to build resiliency skills and improve students' social and emotional development, and establishment of a discussion group for mothers to promote physical and emotional wellness.

Grant funds may be used for program development, implementation, staffing, training, and administrative costs, with a report on pilot results due by January 15, 2025.
