Designates M Health Fairview University of Minnesota Medical Center and related academic health care facilities as University of Minnesota health care facilities essential to the university's public land grant mission of medical education, research, and public service.

Prohibits University of Minnesota health care facilities from being controlled, directly or indirectly, in whole or in part, by an out-of-state entity.

Restricts sale or transfer of University of Minnesota health care facilities to only the Board of Regents of the University of Minnesota.

Allows the Board of Regents to dispose of individual facilities only if any proceeds from such disposition remain dedicated to public education and research.

Effective the day following final enactment.
