Establishes a legislative study group consisting of six House members (three appointed by Speaker, three by House Minority Leader) and six Senators (three appointed by Senate Majority Leader, three by Senate Minority Leader), with appointments made by July 1, 2023 and expiring January 31, 2024.

Requires the study group to prepare a report with recommendations on increasing student attendance and reducing truancy, considering current statutory requirements, county roles, Department of Education involvement, and cross-county tracking of truant students.

Directs the study group to identify and include any statutory changes needed to implement its recommendations.

Requires the House Education Policy Committee chair to convene the first meeting by August 1, 2023, with the study group electing its own chair and meeting periodically subject to Minnesota Statutes, chapter 13D.

Study group must report recommendations to relevant legislative committees by January 31, 2024, and expires on that date or upon submission of the report, whichever is later.
