Amends Minnesota Statutes section 123B.57, subdivision 6 to include maintenance and inspection of school building exterior doors and automatic locks as a qualified health and safety capital project expense.

Requires all public school buildings serving kindergarten through grade 12 to have exterior doors and automatic locks tested annually by a certifying agency.

Directs the Commissioner of Education to develop a plan assisting school districts in conducting door and lock testing.

Requires school districts to annually report testing completion to the Department of Education in a form prescribed by the commissioner.

Appropriates funds from the general fund to the Department of Education for fiscal years 2024 and 2025 to test all school building exterior doors and automatic locks in every public school building (specific dollar amounts left blank).
